We are monitoring a range of before and during data sets to assess the impact of the LTN programme as well as quantitative impacts (traffic counts & air quality) and qualitative impacts (experiences of residents, businesses and visitors). Data will be collected inside LTN areas as well as on the immediate boundary roads over 3 assessment stages:
Stage 1: Immediately post implementation and before enforcement begins
Stage 2: During the 6 months following the start of the trial period
Stage 3: If the scheme remains in place, within 18 months of implementation
We will continue to carry out Equality Impact Assessments (EqIA) a review to ensure that the scheme does not discriminate against people based on protected characteristics such as ethnicity, disability, age and sex, religion and belief, sexual orientation, and human rights. See below for the Phase 1 EqIA.
Data collected includes:
We will be also be working with other organisations to monitor the effect, if any, on:
This data will be compared with our initial baseline and calibrated against travel trends in the wider London area to understand the effect of the LTN in its wider practical context. You can read our full monitoring strategy here .
Stage 1 Review:
Ferndale LTN Stage 1 Monitoring:
Early results from our Stage 1 Monitoring Report are in and include the findings below:
• Car Traffic is down by 46% within the LTN
• Car and goods vehicle flows have increased on Landor Road, with moderate increases on Bedford Road. The level of traffic increase on Landor Road is greater than the volume of traffic that was previously using routes through the LTN so this increase is likely the result of external factors and will be monitored in greater detail at Stage 2.
• Cycling is up by 69% across the LTN
